Amazon plans €16 billion Germany investment in 2027, with €4.8 billion for AWS Frankfurt

Amazon plans to invest more than €16 billion (about $18 billion) in Germany in 2027, with nearly a third of the total earmarked for expanding its AWS cloud region in Frankfurt. The company unveiled the commitment on Oct. 20 at the federal government's Invest in Germany Summit in Berlin, where Chief Global Affairs and Legal Officer David Zapolsky appeared alongside Chancellor Friedrich Merz and Economy Minister Katherina Reiche. The plan spans data centers and AI infrastructure, logistics automation, robotics research and the Amazon Leo satellite program.

Key developments

  • Amazon said it plans to invest more than €16 billion in Germany in 2027, adding to more than €100 billion it has invested in the country since 2010.
  • AWS plans to spend €4.8 billion in 2027 to expand its AWS Europe (Frankfurt) Region, which launched in October 2014.
  • Amazon will open a second robotics and AI research lab in Berlin, doubling its research presence in the capital with roles in applied science and robotics hardware, software and systems engineering.
  • Full modernization of fulfillment centers in Bad Hersfeld, Dortmund and Werne is set to finish in 2027, with Koblenz, Pforzheim and Rheinberg following through 2028.
  • Amazon said it now employs more than 40,000 people in Germany on a permanent basis, including 3,000 at AWS, and that announced logistics projects account for more than 3,000 new jobs.

Background: Amazon's footprint in Germany

Amazon says it has built more than 100 sites in Germany since entering the market. Its cloud presence centers on the Frankfurt region, which has served German customers for 12 years and gives companies and public bodies a way to keep data hosted in the country. AWS also operates data centers in Brandenburg, outside Berlin, where it runs certified apprenticeship programs with Siemens for IT and electronics technicians.

The company's sovereign cloud strategy is a second pillar. The AWS European Sovereign Cloud, launched in Germany as infrastructure operated separately within the European Union, became generally available in January 2026. Amazon said AWS has invested double-digit billions of euros in cloud infrastructure in Germany since 2014, though it did not break out how much of the 2027 total will go to the sovereign cloud.

The announcement came as Berlin courts foreign capital to revive industrial growth. Reiche called the plan a clear vote of confidence in Germany as a location for the future, while Zapolsky described the country as one of the most attractive investment opportunities in Europe.

Industry implications

The Frankfurt allocation is the most concrete figure in the package and signals continued demand for cloud and AI capacity in Germany's main data center hub. Frankfurt already hosts a dense cluster of colocation campuses and internet exchange capacity, and a €4.8 billion single-year commitment by one hyperscaler adds pressure on power connections, land and skilled construction labor in the Rhine-Main area.

The investment also tests how far German energy and water constraints will shape hyperscale growth. Amazon said its German data centers use free air cooling about 95% of the time and that all planned German facilities will use harvested rainwater when evaporative cooling is required. It also said it is the largest corporate buyer of carbon-free energy in Germany, with more than 1.3 GW of contracted capacity, including offshore wind in the North and Baltic seas.

For enterprise buyers, the combination of regional expansion and a sovereign cloud offer addresses a central procurement concern in Germany: keeping regulated data and operational control within the EU. That positioning matters as public agencies, banks and manufacturers weigh where to run AI workloads.

Competitive and supply chain implications

Amazon's commitment raises the bar for rival cloud providers competing for German enterprise and government contracts, many of which have also promoted sovereign or partner-operated cloud offerings in Europe. Scale in Frankfurt gives AWS more capacity to offer AI accelerators and storage close to customers, a factor in latency-sensitive financial and industrial applications.

On the supply side, the program will draw on electrical equipment, cooling systems, construction contractors and grid upgrades. Logistics modernization at six fulfillment centers points to further deployment of warehouse robotics; Amazon referenced its Proteus autonomous robot and a separate €10 billion European fulfillment network investment, though it did not say how much of that falls in Germany.

The Amazon Leo satellite program adds an aerospace dimension. Amazon said it has secured 24 launches with Arianespace and highlighted Germany's role through ArianeGroup sites and MT Aerospace, a key ArianeGroup supplier.

Regional implications

Hesse stands to gain most from the cloud spending, given Frankfurt's role as the AWS regional anchor. Berlin benefits from the second research lab, while North Rhine-Westphalia, Rhineland-Palatinate, Baden-Württemberg and Hesse host the fulfillment centers under modernization. A new site in Zweibrücken is opening in 2026, and another fulfillment center is under construction in Könnern in Saxony-Anhalt.

For Germany more broadly, the package arrives at a time when policymakers want visible private investment in digital infrastructure. Amazon also cited skills programs, including a national Cloud Business Expert certification created with the German chambers of commerce, which could help ease a shortage of data center technicians.

Credence Research analysis

The headline number bundles several long-running programs, so the €4.8 billion Frankfurt figure is the clearest read on new data center intent. It indicates that AWS sees sustained German demand for compute capacity, particularly from AI workloads that customers want to keep in-country. The decision to pair regional expansion with an already live sovereign cloud suggests Amazon expects regulatory and procurement preferences, rather than price alone, to decide large European cloud contracts.

Execution risk sits with infrastructure, not capital. Grid connection timelines, permitting and local water and energy rules in Hesse will determine how quickly the Frankfurt capacity comes online. Amazon's emphasis on rainwater use, free air cooling and offshore wind contracts reads as an effort to get ahead of those constraints. Suppliers of switchgear, cooling and construction services in the Rhine-Main region should expect a busy 2027.

What comes next

  • Site-level details and permitting for the Frankfurt region expansion through 2027.
  • Opening of Amazon's second robotics and AI research lab in Berlin.
  • Completion of fulfillment center modernization in Bad Hersfeld, Dortmund and Werne in 2027, and in Koblenz, Pforzheim and Rheinberg by 2028.
  • Progress on Amazon Leo launches with Arianespace and German supply chain participation.
  • Any breakdown from Amazon of how the remaining 2027 budget is split across cloud, logistics and research.
